In this case, almost people purchase paid link for increase SEPRs and Page Rank. If that won’t count or low benefit from Google to their website, all of them will not keep that link and paid for it anymore.
Why people like to report paid link ?
Because some case, you want to get #1 with a define keyword but someone was took that spot of you.
First one, you will find if they using black hat method to SEO or Paid Links, to report to Google -> They will dropped in that keyword.
Who will replace for that ? You, the person who has report for them dropped.
In SEO, it’s like a war because get top with good keyword will bring you very much benefit.

I prefer not to report paid links if I find them because sometimes I use them by myself:)

The main problem of using paid links is the fact that they are not reliable at all. If you agree to use them you have a risk to be banned by searching machines and have problems with promotion of your site.
